I was listening to The Politics Program on WTOP this morning, and the guest during the first half hour was DC At-Large Council Member David Catania (listen; RealPlayer required). The discussion focused initially on funding a new hospital in DC, but as I was getting ready to flip off the radio, host Mark Plotkin asked Mr. Catania about the newly-introduced bill that would ban smoking in all businesses (including bars and restaurants) in the city. Mr. Catania expressed opposition to the ban, and does not think it will pass, mentioning the hardship on businesses and the market forces that allow patrons who prefer a non-smoking environment to do so at a large number of smoke-free restaurants throughout the city.
